
Marked by an unprecedented health crisis, 2020 confirmed how the individual employment and domestic work sector embodies socially essential professions for which professionalization is a strong marker. Indeed, despite a challenging context, nearly 72,000 employees chose to undertake training, an 11% increase from 2019. This official figure was published today in the 2020 Sector Professionalization Policy Report by the professional branches and IPERIA. Training Momentum Continues to Grow Despite Crisis
The health crisis did not bring the feared halt to the professionalization of childcare providers and domestic employees. Nadège Turco, Deputy Director of IPERIA, explains, "We demonstrated great organizational responsiveness in providing training access solutions at the height of the crisis. The network of IPERIA-accredited training organizations adapted by implementing innovative and distance learning approaches." All these measures maintained the continuous growth momentum in qualification access with 71,747 training enrollments implemented by the network of 242 accredited training organizations, an 11% increase from 2019.
Nearly 10,000 Certifications Issued by IPERIA
To ensure that the maximum number of current and future employees have their skills recognized by individual employers' needs and secure career paths, IPERIA, with the professional branches, has implemented an integrated professional guidance and support pathway. In 2020, 9,970 certifications were issued, including 8,870 skills blocks. Recognition of Prior Learning (RPL) also shows clear progress, with 18% more candidates and an excellent success rate of 83%.Indeed, stakeholders confirmed their commitment to skills recognition with a redesigned and enhanced certification offering.
- Three vocational qualifications—"Dependency Personal Carer," "Family Assistant," and "Childcare Provider/Childminder"—have been revised to reflect changing professions. In June 2020, they were re-registered in the National Directory of Professional Certifications for three years.
- Five new certifications were submitted to France Compétences, for which registration in the Specific Directory has been effective since May 19, 2021.
Promising Partnerships and Projects Across the Territory
Several projects have been initiated with institutional stakeholders to develop access to qualifications and promote career attractiveness:- A partnership with the City of Nantes to develop childcare provider professionalization
- A State-Region planning contract in Brittany to identify attractiveness levers for the childcare provider profession and sustain employment
- An implementation agreement for the national "Childhood Equality Ambition" plan, signed with the General Directorate for Social Cohesion (DGCS), aiming to train more than 88,000 childcare providers and childminders by the end of 2022
- An innovative pilot with the government to enable obtaining skills blocks through RPL

2020 marks the completion of the forward-looking study contract on observing employment, profession, and skills evolution towards 2030, which has been led by the professional branches, supported by DGEFP, and coordinated by IPERIA since 2018.The emerging findings highlight increasing employment pressure. To prepare for the sector's future, which has many prospects, the professional branches and IPERIA have formulated 13 concrete recommendations for transitioning from observation to action.
Baptiste Lenfant, General Delegate for Home & Skills, goes even further: "To expand career pathways and enable young people to pursue professionally meaningful careers, we are preparing to implement work-study training programs, with a priority focus on apprenticeships.”
