
A 2-year groundbreaking partnership for employment and training in the domestic work sector, part of the PIC "Supporting Forward-Looking Skills Approaches," has just been concluded between the professional branches of childcare providers and individual employer employees, IPERIA and the Occitanie / Pyrénées-Méditerranée Region.
The partners—represented by Emmanuelle GAZEL, Vice President for Employment, Vocational Training, and Apprenticeship in the Occitanie Region; Marielle Brouard and Véronique Delaitre, respectively president and vice president of the professional branch of individual employer employees; Rachel Ruhland, president of the professional branch of childcare providers; and Baptiste Lenfant, CEO of IPERIA—gathered the day before yesterday at the Regional Hotel in Toulouse for the official signing of the four-party agreement.
A Sector That's Recruiting and a Dynamic Region: A Favorable Context
In Occitanie, employment needs have been estimated at over 72,000 for individual employer employees and 26,000 for childcare providers by 2030, according to Ircem's forecasting service (2016 estimate). Pôle emploi data shows the same trend, with nearly 10,000 recruitment projects identified in domestic occupations, including 1,100 for childcare providers in 2018.
"With 50,000 new residents each year, 22,000 new jobs must be created if we don't want to increase the unemployment rate. Supporting job seekers and employees in increasing their skills is a priority," reminded Emmanuelle Gazel. The Regional Council is particularly involved in sector professionalization, with over 4,800 training enrollments and 221 certified individuals in 2018. Since their creation, 2,900 "Dependency Personal Carer," "Family Assistant," and "Childcare Provider/Childminder" qualifications have been awarded in the region: this is above the national average. The results are positive, as shown by the Employment Follow-up Survey of Certified Individuals conducted by IPERIA, which shows that 70% are employed 6 months after obtaining their qualification.Strong Commitments to Meet the Sector's Recruitment Needs in the Region

Aiming to meet the sector's recruitment needs in the regional territory, it focuses on the following points:
- A pre-diagnosis relating to cross-sector mobility areas targeted at the region within the framework of the national PIC-CEP tender won by the branches
- Employment-training diagnosis for the professional sector
- Promotion and enhancement of the industry and occupations
- Training and employment to promote attractiveness
