IPERIA Took Part in the 20th Anniversary of Federation of Mandate Organisations in France
Last June, we took part in the 20th anniversary of Federation of Mandate Organisations in France. This event brought together experts to discuss key topics affecting the sector of individual employers and home employment: growing up and aging well at home, prevention, innovation, cooperation, and the challenges posed by changes in the home environment. It was a valuable opportunity for IPERIA to share the progress made in terms of professionalisation, as well as the challenges that still lie ahead.

The Mandate Model in the Spotlight

Home employment is a complex sector where recruitment is crucial. Isolation and lack of support can weigh heavily on families. That is why FEPEM created Federation of Mandate Organisations in France,” recalled France Grolin, President of FMF, during her opening speech in Paris. She added that the federation is based on: “human connection, legal reliability, and innovation.”

Fanny Faugeron, General Delegate of FMF, emphasised “the shared goal of building human, high-quality, and sustainable support,” noting that “far beyond an administrative function, the mandataire is a field actor.” 

For the past 20 years, mandataires have served as intermediaries between private employers and employees in the home sector, providing services such as pre-recruitment, contract management, and payroll processing, among others.

Growing Up and Aging Well at Home: Toward More Human-Centered Support

This event allowed experts to explore the concept of "growing up and aging well at home" from various perspectives: quality support, strong public policy, building trust between the intermediary and the private employer, offering personalized pathways, improving accessibility and inclusion, and helping families accept the presence of home care workers.

Discussions also focused on how the employment mandatory model can contribute to solutions at home in response to an aging population, evolving needs, and the need to adapt current practices — by building collaborations and identifying key enablers.

 The future was also at the heart of the debates. A forward-looking session addressed the changing home environment: organisational performance, assistive robots, artificial intelligence, and inclusive housing.

 These in-depth discussions among partners, institutions, and members shed light on two decades of shared commitment and outlined the outlook for the coming years.

IPERIA’s Commitment to Mandataires

Invited to contribute to the discussions, Nadège Turco reiterated IPERIA’s role in supporting mandate organisations: building and strengthening the sector. Our Deputy Director highlighted the progress made in professionalisation: certifications, qualifications, skills recognition, career guidance, and securing career paths. She also identified several collective challenges to tackle in order to anticipate the future: « The individual employer and home employment sector offers a very comprehensive range of professionalisation opportunities [...], yet a major challenge remains: reaching as many current and future employees as possible. To do so, we can count on key partners like the mandates [...]. » 
Reflecting on the partnership built over the years with FMF for the benefit of the sector’s employees, she stressed the importance of strengthening partnerships at the local level:
« To support skills development, we must reinforce our territorial partnerships in order to move forward with initiatives such as the Relais Assistants de Vie (RAVie), a central programme that helps professionals break out of isolation. »
