
The agreement dedicated to the sustainability and development of the Personal Carer Relay (RAVie) model, signed by IPERIA and the National Solidarity Fund for Autonomy (CNSA), has been renewed for the fourth time. This agreement marks the launch of a call for tenders to conduct work that will assess the actions taken and explore new perspectives for the evolution of the system. The objective: to provide personal carers working with dependent individuals or those with disabilities in their homes with greater opportunities for interaction and skill development.
A Partnership in Support of Personal Carers
IPERIA stays up to date with societal and social changes, as well as evolving practices, under the mandate of the private employers' sector and the home employment industry. Integrating the RAVie program into the career path of personal carers, making it a stepping stone for skills recognition, and strengthening their professional identity are among the key support missions we carry out for (future) employees in the sector.
Renewing the agreement with the CNSA for the fourth time means ensuring the sustainability of and broadening access to RAVie, fostering interactions among professionals who may sometimes feel isolated, establishing new partnerships at the local level, and reinforcing efforts to prevent workplace accidents and occupational illnesses.
RAVie: A Proven Initiative
Launched in 2007, RAVie is a valuable initiative designed to support employees who care for elderly private employers experiencing loss of autonomy. Over the years, it has become a vital tool for managing human resources in a sector where this remains particularly complex. Indeed, in private employer settings, employees do not have an HR department or manager to listen to and advise them. Reducing isolation is one of the key missions of personal carer relays—but it is not the only one.
RAVie also contributes to skill development in the 34 regions where it is implemented. It offers training cycles and opportunities for professionals to exchange ideas, share concerns, and discuss challenges encountered in their profession.
A New Agreement: What’s the Goal?
The shared objective of CNSA and IPERIA is to further enhance the program to support skills management, ensuring personalized guidance for each employee. The initiative aims to become a comprehensive employment and training tool through several key strategies:
- Expanding its reach to new audiences
- Strengthening its role in the professionalization of (future) employees, recognizing their skills, and promoting workplace safety
- Increasing its integration within national and regional ecosystems
For years, the private employers' sector and the home employment industry have aimed to make certifications and additional training more accessible to employees. This approach seeks to reinforce and individualize career pathways while adapting to local labor market needs.
Call for Tenders to Conduct Two Studies
To achieve this objective, the project will include individual interviews, focus group discussions, document analysis, and statistical data processing. These efforts will involve employees, private employers, regional partners (Departmental Councils and autonomy-sector employment platforms), institutional partners (such as France Travail), referring organizations, and the professional branch.These studies will focus on assessing the impact of the RAVie initiative and exploring opportunities and feasibility for program improvements.
A call for tenders has already been launched to select the entity responsible for conducting these studies. The provider’s proposal must include:
- A concise and pedagogical summary of key response elements (max. one page) for the steering committee members;
- A detailed response (Word or PowerPoint format) addressing all requirements of the tender;
- A financial proposal outlining the projected budget per phase, along with all necessary supporting documents.
