
On Wednesday, October 20, 2021, in Paris, the professional branch of domestic employees, represented by Marielle Brouard, president of the CPNEFP[1], signed the national framework agreement for Employment and Skills Development Commitment (EDEC) for Senior Care and Autonomy Occupations with the State, represented by Elisabeth Borne, Minister of Labor, Employment and Integration, and Brigitte Bourguignon, Minister Delegate for Autonomy to the Minister of Solidarity and Health, along with other stakeholders.
What is the EDEC for Senior Care and Autonomy Occupations?
The Employment and Skills Development Commitment (EDEC) for senior care and autonomy occupations is one of the key measures in the Action Plan for Senior Care and Autonomy Occupations, launched in July 2020 by the Minister Delegate for Autonomy.
It follows the Libault report and the National Mobilization Plan for the Attractiveness of Senior Care Occupations proposed by Myriam El Khomri in October 2019. Noting "1.479 million people with loss of autonomy in 2025 compared to 1.387 million in 2020," this plan aimed to address strong recruitment and training needs over the next five years.
Who are the Stakeholders?
The collective, inter-branch EDEC project was developed with all professional branches involved in senior care and autonomy:
- The Professional Branch of Domestic Employees
- The Home Care, Support, Healthcare, and Services Branch (BAD)
- The Private Personal Services Companies Branch (ESAP)
- The Private Commercial Hospital Branch (HP)
- The Private Non-Profit Health, Social and Medical-Social Sector Branch (BASS)
Alongside the branch OPCOs[4] -- OPCO Social Cohesion, OPCO Local Businesses, OPCO Health -- IPERIA, the national platform for domestic work professionalization, will ensure the implementation and monitoring of this EDEC for the professional branch of domestic employees.
What are the Objectives?
Stakeholders within the EDEC project all focus on the three following work areas:- Focus 1: Promote occupations and enhance their attractiveness to draw new profiles, including young people
- Focus 2: Support professional skill development and test Strategic Workforce Planning (GPEC) / Career and Employment Management (GEPP) approaches in territories
- Focus 3: Strengthen inter-occupation, inter-sector, and inter-certification pathways to support professional mobility and career development
What Actions are Planned for the Individual Employment and Domestic Work Sector?
"We will need qualified professionals to ensure quality support for people who have lost autonomy, whether elderly or disabled. Independent of the health crisis, the situation requires driving various aspects of employment retention, internal and external recruitment to the sector, and qualification and skills recognition, particularly through certification," explains Marielle Brouard, president of the Professional Branch of Domestic Employees' CPNEFP.Under EDEC, IPERIA will establish four concrete actions through December 2023:
- Create an occupational pathway around coordination/governance via a certification framework (level IV) to offer career development prospects in the sector -- Learn more
- Test block-based RPL to facilitate certification access and recognize sector personnel's professionalism -- Learn more
- Test work-study programs to attract other audiences, particularly young people, to the sector -- Learn more
- Develop certification pathway tools to promote horizontal mobility (career changes, multi-activity) and vertical mobility (advancement) within and between sectors. Study professional trajectories, identify transferable skills, and construct equivalencies and pathways between certifications based on these elements.
