IPERIA Coordinates a Network of Jury Members
The professional branch of the individual employment and domestic work sector trusts IPERIA as the certifier of sector professional skills. To evaluate (future) employees, we coordinate a network of jury members across the territory. Here's how it works.

Our Mission for the Benefit of (Future) Sector Employees

To date, we certify three level III professional qualifications, registered in the National Directory of Professional Certifications (RNCP) - "Dependency personal carer," "Childcare provider/Childminder," and "Family assistant," and five certifications registered in the Specific Directory (RS).

Since 2009, employees and individual employers have participated in juries with us, voluntarily. We train them beforehand in skills assessment by inviting them to participate in two days of information and explaining their duties.

Currently numbering 130, they are mobile throughout metropolitan France and meet remotely for overseas departments and regions. To mark their commitment, they must sign a jury member charter. They receive support from an IPERIA referee who conducts assessments and remains available, with at least one day per year of practice analysis. Recruitment campaigns for new members are regularly launched.

The Skills Assessment Officer: A Valuable Reference

Our five skills assessment officers are assigned to support jury members. Their role during a candidate's evaluation is to chair the jury and ensure the quality of exchanges and compliance with the legal framework. The smooth running of a jury depends entirely on their ability to apply the concepts of benevolence, listening, and objectivity. "We are not here to judge. We must always ensure jury members' evaluations are based on criteria, not feelings. Our watchwords are rigor and responsibility," says Sonia Boulanger, skills assessment officer.

The Jury Process

  • For certifications registered in the Specific Directory (RS)
The jury certification commission consists of a skills assessment officer, one or two employee(s), and/or individual employer(s).

It examines a set of documents: a file prepared by the candidate, evaluation results, evaluation grids, and evaluators' annotations (training organizations). If everything is validated, the certification is granted. If the evaluations are successful, the same applies. If all documents are not satisfactory, certification is not granted. In a tie, there is an exchange based on results and the file, and a sovereign decision is made based on an evaluation grid and the skills framework.
  • For qualifications registered in the National Directory of Professional Certifications (RNCP)
The professional jury includes a skills assessment officer, one or two employee(s), and/or individual employer(s).

The jury steps in after the evaluation and validation of technical skills in the training center through block evaluations. Only candidates who have passed all block evaluations proceed to the final jury. They prepare a professional file presenting how they would implement the required social skills (autonomy, relational capacity, and adaptation). The jury reviews the file beforehand. It's not the file evaluated but supports preparing questions and the oral interview.
  • For RPL
This involves evaluating candidates who are currently working or who already have professional experience and want to validate their learning. The jury will examine technical and transversal skills across the eight skill blocks. Jury members can validate only certain blocks rather than the entire qualification. This is called partial validation. The candidate must then take steps to complete their training pathway.

Ensuring Evaluation Homogeneity

For a certifier, the question of evaluation homogeneity is central. At IPERIA, it relies on three key points :
  • The writing of evaluation subjects by IPERIA only;
  • The presence of the certifier through skills assessment officers (IPERIA employee);
  • Ensuring jury members' knowledge of expectations (training, network).
IPERIA alone can validate and issue certifications. Decisions to open evaluations, send subjects, and retrieve and validate evaluations are also its responsibility for each session.

Developing, delivering, and registering professional certificates, professional qualifications, and any other certification eligible for RNCP or RS with France compétences is one of IPERIA's flagship missions. In 2022, there were 1,858 jury sessions.
