Employment and Skills Needs Analysis for the Domestic Work Sector in Centre-Val de Loire: A First!
The public presentation of results from the first employment-training analysis dedicated to the domestic work sector in Centre-Val de Loire took place on February 5 in Orléans before about fifty highly interested local stakeholders and partners. This event marks the culmination of four years of work.

A Project Supported by DIRECCTE

Centre-Val de Loire has 2.57 million inhabitants, including 151,000 individual employers who employ 60,300 employees to balance professional and personal life, support them at home daily, and/or care for their children. Despite growing demand both nationally and regionally, the domestic work sector faces persistent recruitment challenges.

In 2016, sector stakeholders, aware of domestic work's economic and social role, joined forces to conduct an unprecedented territorial analysis of employment and skills needs for individual employers and their employees in Centre-Val de Loire.

DIRECCTE supported this analysis as part of Employment and Skills Development Actions (ADEC), as Stéphane Thomas, Head of the Economic Changes and Skills Development Service at DIRECCTE Centre-Val de Loire, recalls: "There's an immense recruitment challenge, and consequently, a professionalization and employment challenge. We felt it important to undertake this analysis for all these reasons dear to Direccte."

This analysis, in which 433 individual employers, childcare providers, and domestic employees participated, was conducted in 2018-2019 by IPERIA, the sector's national professionalization platform, in partnership with FEPEM and the regional observatory (ORFE) GIP ALFA. The results provide many insights.

Strong Employment Needs Detected in Territories

In Centre-Val-de-Loire, employment needs in the domestic work sector are and will be high given urban areas' aging population and economic attractiveness. By 2040, according to forward-looking studies, an estimated 32% more family assistants and 68% more personal carers will be needed to support households, especially elderly people at home. "As for childcare providers, 50% of the workforce will need to be replaced by 2030 due to the age pyramid," adds Eva Barachino, Employment-Training Research Officer at IPERIA Institute.

Anticipating Employment Needs by Giving Visibility to Domestic Work Jobs

Non-Standard Working Conditions: Often a Choice, Not a Constraint

While they meet real needs and offer numerous prospects, the occupations of childcare provider, childminder, family assistant, and personal carer still struggle to attract people. Stop the misconceptions! The analysis results show they bring fulfillment to surveyed employees: over 81% feel good in their position, and over 73% wish to continue their careers.

Identified Recruitment Difficulties and Skills to Develop

"27% of individual employers face recruitment difficulties due to lack of candidates and issues related to professional approach, and 85% would like to increase their employee's hours," indicates Julie Caillet, Research Officer at GIP ALFA Centre-Val de Loire, regarding skills, soft skills to the needs expressed by both individual employers and employees. The latter also wish to train in managing their professional activity, and individual employers have expectations regarding prevention (loss of autonomy, safety...).

Drivers to Enhance Occupation Attractiveness and Employee Retention

"The work conducted shows that professionalization of domestic work sector employees has a central role to play in Centre-Val de Loire for attracting and retaining new professionals," explains Nadège Turco, Development Director at IPERIA Institute. "We will continue to better inform and support employees in their professionalization approach, particularly encouraging them toward skills certification, which offers excellent prospects for recognition and professional pathway security." Indeed, 70% of certified individuals are employed six months after obtaining one of IPERIA's qualifications: "Dependency Personal Carer," "Family Assistant," and "Childcare Provider/Childminder."

More broadly, it's about professionalizing the working relationship with enhanced support for individual employers. Christophe Courgeau, Vice-President of the FEPEM delegation in Centre-Val de Loire, supports this view: "This quality work will help us better anticipate tomorrow's needs, whether in-home support, professional integration, or rural territory development. Given the main results, FEPEM welcomes this and wishes to go even further: professionalizing the working relationship between individual employers and employees generally and supporting vulnerable individual employers, particularly those affected by dependency, by developing the mandate model through promoting the QUALIMANDAT label."
