Coronavirus – The Individual Employment Sector Takes Exceptional Support Measures
Paris, March 20, 2020—In the context of the health crisis affecting our country, the Federation of Individual Employers of France (FEPEM), Federation of Mandate Organizations, the national professionalization platform IPERIA, and the IRCEM social protection group are establishing an exceptional collective solidarity strategy. This strategy aims to ensure prevention and protection for both employers and employees, as well as legal security in the employment relationship, to enable activity continuity and avoid disruptions in-home support.



The sector's four stakeholders are fully mobilized to inform and support work relationships for the 5 million individual employers, domestic workers, childcare providers, and mandate organizations. To contribute to national solidarity, ensure continued activity for employees and childcare providers of individual employers, and avoid support disruptions, particularly for 900,000 individual employers over 70 or with disabilities, FEPEM has obtained emergency measures from the government for the sector:
  • Adaptation of partial unemployment provisions for all sector employees and childcare providers who can no longer work in homes, with details pending
  • Including personal carers on the priority list for masks as they support vulnerable individual employers (elderly or disabled) at home
  • Maintaining shared childminding facilities operations for up to 10 children
  • Maintaining childcare provider activities with exceptional authorization to care for up to 6 children (instead of 4)
Additionally, an FAQ is updated daily on www.particulier-employeur.fr by FEPEM's expert lawyers to answer individual employers' questions and secure employment relationships during this complex and uncertain period.

Federation Mandataires is advising over 170 member organizations on crisis management to support their clients, mainly vulnerable individual employers wishing to maintain activity under the best possible conditions. The Federation strengthens its role as information relay and coordinator between organizations and public authorities, offering:
  • FAQ dedicated to organizations supporting individual employers
  • Dedicated email and phone line
  • Employer certification templates
  • Prevention toolkit
IPERIA, to avoid abrupt interruption of ongoing or upcoming training, provides accredited training organizations with:
  • Remote training best practices guide, online training platform, and educational support
  • Accelerated payment system to support training organizations' recent pedagogical expenses
A toll-free number, 0 800 820 920, is available for individual employers and employees for all professional training inquiries.

To address canceled training sessions, IPERIA has begun planning recovery measures to meet training needs, including increasing capacity.

The IRCEM Group is waiving the waiting period for domestic sector employees and implementing automated processing based on Q4 2019 salaries for complementary compensation through IRCEM Prévoyance.

Medically, IRCEM enhances support by offering employers and employees free VBVM prevention services, including e-visits on the "Mes Docteurs" platform through April 30 via www.ircem.com.
